It is both. The route is found by stepping from one number to the next in order, and the wrong branches hold numbers that are out of sequence, so every step is a check of what comes next. That gives more repetitions than filling in a missing-number line, with instant feedback when a wrong turn appears. Use them once counting to 20 is fairly secure, and move to skip-counting mazes later.

Five-year-olds handle grid mazes with several dead ends and can plan most of a route by eye before drawing. This is the age for mazes with a rule: follow the numbers 1 to 20 in order, move through the alphabet from A to Z, or take only the paths marked with pictures that start with a given sound. A tripod pencil grip should be in place while doing this. Dense mazes with long dead ends still frustrate. Entering this stage, a child should blend most Phase 3 sounds into words, write a few letters correctly formed, count reliably to twenty, and sit through a short table task without needing constant redirection.
